04Executive Team

David M. Lillis — President & CEO

David is the founder and oversees the Professional Services Practice at Panoptik. He brings 29 years of functional and technical management to the company. Prior to starting Panoptik, David's experience encompassed 25 years of technology management with some of the largest financial institutions worldwide. Early in his career, David began cultivating the relationships that would become Panoptik's core team — partners he has worked alongside for 15 to 20 years.

With an engineering background from NJIT, David brings extensive experience managing strategically focused private equity, mid-cap, and carve-out design and implementations. His focus on technology due diligence enables scalable centralization — reducing operating expenses while maximizing client gross revenue. A hands-on global manager, he engages and coaches teams from project initiation through fruition. As a business development entrepreneur, he has driven departmental growth in support of functional organizations and client verticals, and serves as a trusted mentor and business partner to executive leadership focused on creating shareholder value.

Bill Bailey – CTO/Senior Enterprise Architect

Bill is a CTO/Senior Enterprise Architect professional with an excess of 31 years of comprehensive experience in numerous business markets and information technology fields, utilizing industry best practices to deliver trusted solutions to the market. Bill has proven management success with large-scale complex merger & acquisition and carve-out projects compiling of diverse technical teams including networking, server/domain and front-end engineering members. Project technical lead in strategy, management and implementation of datacenter design/consolidation and transformation utilizing uniform enterprise industry standards and vision. Extensive technical engineering background experience includes enterprise networking, storage, compute, software-defined networks and dev-ops.

Francis Schmuff – CSO

Francis Schmuff, a seasoned cybersecurity expert with over 22 years of leadership in information technology and security, brings a mission-driven approach to safeguarding organizational assets and enhancing resilience. Known for his strategic oversight in data protection, security governance, and risk management, Francis combines military precision with corporate expertise to drive compliance, mitigate risk, and streamline security operations. His core competencies span across enterprise data governance, business continuity, and developing robust, automated processes that align with evolving regulatory standards.

Catherine Boyce – Chief Telecom Officer

Catherine Boyce is a business executive focused on telecommunications and technology solutions, responsible for driving strategic relationships with clients and partners across every aspect of IT. She works with customers, MSPs, VARs, business owners, partners, and property managers to build solutions that help organizations operate more profitably, efficiently, and securely. A results-driven leader, Catherine has a proven record of reducing cost, selling stronger solutions, and optimizing voice and data networks. Her expertise spans customized telecommunications solutions, cloud computing, virtualization and managed hosting, unified communications and hosted VoIP, contact center, SMS/MMS, voice and data networks — public, private, and hybrid — business continuity, cybersecurity, mobility, data center consolidation, infrastructure, project management, corporate moves and relocations, AI, and CX.
